The Regional Action Plan for the implementation of the ECADERT 2014 – 2018, which specifies the general guidelines of the ECADERT and the priorities for its implementation and appropriation, recognises that the territorial level constitutes the most innovative and fundamental aspect of the territorial approach to rural development promoted by the strategy, and that the materialisation of its objectives and vision must be expressed in rural territories through the improvement of the quality of life, with processes that imply the strengthening of their identity, social cohesion, the development of the propositional capacity of the actors and the solidity of their organisations for dialogue and social participation.

The Junta de Andalucía and the Spain SICA Fund in the process of joint programming approved an international cooperation project that aims to contribute to improving the quality of life of rural populations in the countries of the Central American Integration System, based on a territorial development approach and incorporating the gender perspective.

Specifically, this project proposes, among other things, to develop the capacities of the Territorial Action Groups in various ECADERT territories and to propose innovative, sustainable and dynamic initiatives with a strategic vision to improve living conditions in the selected territories.
