The project aims to design and implement a Rural Development Strategy (RDS) for the territory of the 7 municipalities that make up the Puca Community of Municipalities, which guarantees the right to food of the rural population, mainly the most vulnerable communities, with an innovative approach, through research and knowledge management, which contributes to the definition of a public policy on food security, with the participation of municipalities, citizen commissions, boards and small farmers.

Since 2010, AECID, through the Municipal Strengthening Programme-AMHON, has been strengthening the Commonwealth’s management capacity by improving financial and tax administration, implementing technical cadastres and supporting social auditing processes through the Transparency Commissions of each municipality.

This intervention complements one of the lines of work that is currently not being implemented, which is linked to local economic development. This has been one of the most important findings and recommendations of a research carried out by the ETEA Foundation during 2011, to analyse the socio-economic potentials linked to governance in the Puca community. The effects of an EDR with a territorial approach in the fight against hunger will be seen in the medium to long term, but will strengthen the resilience of the population in the face of this adversity.
