The modes of Central American integration policies

Abstract

This paper reviews the ways in which regional policy actions are developed in the Central American Integration System (SICA). The promotion of this positive integration policy agenda materializes an incipient process of regional governance whose protagonist is the SICA institutions, with the support of the coalitions of interest groups formed and of its international cooperation partners, among which the European Union (EU) plays a prominent role. The implementation process evidences the existence of important obstacles to overcome, but demonstrates their political, legal and institutional feasibility. Most importantly, they represent an opportunity to address common development challenges by taking advantage of the growing degree of interdependence. At the same time, it gives integration a greater role as an instrument of development.
